OSI-AF/Azerbaijan, Information Program with Tactical Tech planned to conduct eRider training in Baku. Five eRiders were selected to participate in the project and three International trainers were invited to conduct this training: Marek Tuszynski (Tactical Tech/Amsterdam), Tomas Krag (Wireless/Open Source expert/ Danmark) and Zviad Sulaberidze (Information Program/OSI-Georgia). All of our pre-training preparations were complete. We were prepared to start training on October 21.

However, On October 15 presidential elections took place in Azerbaijan and the results of the presidential elections caused violence on the streets of Baku. For reasons of security, all international organizations decided to postpone visits to Azerbaijan for October. OSI-NY postponed our eRider training for one week.

In addition to the chaos caused by the Presidential elections, in November there will be Parliamentary elections. Many of the local and international NGOs have focused much of their attention on the elections and not on developing ICTs.

Therefore, there are two lessons to this story: You never know what might happen which will postpone a training or an event and the external environment plays a large role in how effective eRiding programs can be.
